Defense Department, President Propose Fresh Strategy in Wake of Al-Zarqawi killing

New plan recognizes insurgents' success.
At the end of the briefing, a reporter from the Christian Science Monitor
asked the President if this new policy might raise ethical concerns, noting that historically suicide missions have been almost entirely manned by volunteers, whereas the plan currently being implemented selects soldiers in a triage-like approach, based on the individual's value to the military and to society as a whole. The President, noticeably irritated, replied: "Everyone in our army is a volunteer, and they all have to die sometime. We're offering them the privilege of making the ultimate sacrifice, and taking care of their families at the same time."
