Blanco's plan calls for all roads to New Orleans to be changed to exit only.

With many of the city’s residents disheartened over the highly publicized incidents of murder this weekend, Governor Kathleen Blanco has decided to step in to aid the outflow of citizens who have given up.
“With the help of Mayor Nagin and the state police,” Blanco announced Tuesday in Baton Rouge. “We are putting in place a contraflow plan for the state’s major highways. For the rest of the summer, all roads to New Orleans will only lead out.”
Back at City Hall, Nagin lauded Blanco’s decisive action.
“This gives us a tremendous head start in making our city’s evacuation plan more effective. I only hope that the folks on their way out send me a postcard.”
